Time for a reality check... one of those "just because they can doesn't mean they will or must" kinda talks. Do you honestly believe that if this law were enacted in Maryland that thousands, or hundreds, or even dozens, of people would be running out to Office Depot to get tablets so that they could write down the tag numbers of people they wanted to file false reports on??? Do you really believe that there are numerous people who are gleefully looking forward to patrolling the highways, intent on observing someone flicking a butt out the window? Do you really believe that there are going to be scores of dedicated butt-flicker catchers combing the roads?
You need to remember that most people couldn't care less about this issue, and most of those that do won't take the time to file a report on a guilty driver, yet alone file false reports. I've always been irratated when I see people tossing butts out the window, but I doubt I would actually go to the trouble to write down all of the information and file a report, and I also doubt that I am alone on this.
So, what's the value of the law? I see it as a deterence factor. I would bet that after a few highly-public fines, that make all of the media outlets and generate lots of discussion about the pros and cons of the law, that most smokers will roll down their windows, prepare to toss the butt, and then think twice about doing it because someone might report them and place the butt in the ashtray where it belongs. I see this as a far more realistic possibility than the scores of false reporters.
